CLAIR (Council of Local Authorities for International Relations) is a Japanese independent administrative foundation that promotes international exchange and cooperation for local governments. It supports local authorities' overseas activities through seven overseas offices, conducts research on local governance in other countries, promotes the JET Program (which places foreign language assistants and coordinators in regions), and assists with sister-city and sister-region relationships and exchanges.
